Temporary Approval Cover: Scope, Access and Handback
Set temporary approval boundaries, test access and reconcile the pending queue when cover ends. Use a worked handback balance and role checklist.

Temporary approval cover needs a named delegate, a bounded decision scope, a start and end time, and a recorded handback. Match the person's system access to that scope and reconcile pending requests when the cover ends.
This worksheet is for an operations head and system administrator preparing for an approver's absence. Use it before planned leave, shift cover or a temporary reassignment. An unexpected absence needs the same authorisation from someone entitled to appoint the delegate.
Define which decisions the delegate may make
Start with a list of the absent person's pending requests. Group them by decision type, operational area and required competence. Identify requests that must remain with a specialist or higher authority. Appointment as a temporary delegate does not create technical competence or permission to approve one's own work.
NIST SP 800-171r3 describes least privilege and separation of duties for access control. Those principles inform the access review here; the worksheet is an operational proposal, not a claim that your factory or Optiwise meets that publication's compliance requirements.

Test the cover before the absence begins
Use a non-production test or an authorised demonstration record to check the intended path. The delegate should be able to see the required evidence and perform the permitted decision. They should be unable to approve an excluded request or act outside the assigned area.
Do not share the absent approver's password. A decision made under someone else's identity cannot show who assessed the evidence. Keep the appointment and the access-change record linked, including the person who authorised them.
Illustrative scenario: a materials manager assigns routine Line 2 issue approvals to a trained supervisor for three days. Quality-release requests still go to quality. A request raised by that supervisor goes to the alternate independent approver. If the manager returns early, the administrator ends the temporary access and records the actual handback time.
Reconcile the queue at handback
Count requests under the same scope and time window. Suppose there are 7 pending at the start, 12 new requests during cover, 10 approved, 2 rejected and 1 withdrawn. The expected pending balance is 7 + 12 − 10 − 2 − 1 = 6.
Match those six to individual request IDs. A request awaiting clarification remains pending; it does not disappear because the delegate sent a message. Record reassignment to the returning owner and any deadline already missed.
If the absence extends, obtain a new authorised end time and review the scope again. Do not let temporary access become permanent through an unattended reminder. Where automatic expiry is unavailable, assign an administrator to remove access and retain the completion evidence.

Should the delegate receive the absent person's full role?
Give only the access required for the authorised cover. Review specialist decisions, confidential records and conflicting responsibilities separately.
What if the returning manager has not acknowledged the queue?
Keep the handback open and escalate to the appointing authority. Explicitly name who owns pending decisions while the acknowledgement is outstanding.
